COP30: 79 countries confirm hosting and Brazil intensifies logistics task force

Meeting with UNFCCC Bureau confirms 79 countries; UN raises daily rate to US$197 and Brazil offers 42,000 rooms.

Preparations for COP30 have advanced with the confirmation of 79 countries already hosted in Belém , after a meeting between the Brazilian government and the UNFCCC Bureau this Wednesday (17) . Another 70 delegations are still negotiating for accommodation, the Brazilian organization of the event reported.

To expedite lodging, transportation, and healthcare solutions , Brazil established a task force on August 18 to assist each delegation individually, bringing together the COP30 Presidency, the COP30 Extraordinary Secretariat, the Ministry of Tourism , and the Pará State Government . The team emphasized that the task force provides rapid response and direct support .

The UN revised the Daily Subsistence Allowance (DSA) upwards in Belém from US$144 to US$197 for 144 developing countries , including LDCs and SIDS , with support for a limited number of delegates per country. “We have made progress, but there is still more to be done ,” said Simon Stiell , recognizing Brazil’s efforts to hold a “successful and inclusive” conference .

According to a survey presented to the Bureau, more than 42,000 rooms will be available in November: 8,166 in hotels in the capital and metropolitan region; 3,882 cabins on ships ( about 800 options up to US$200/day ); 7,354 through Bnetwork ( with a ceiling of up to US$600/day ); and 23,300 on platforms such as Airbnb and Booking.com . The official accommodation package remains active and expanding.

The government announced flexibilities to reduce costs and expand access—such as changing the minimum number of nights on ships—and providing direct support to delegations in negotiations with hotels and vacation rentals . The goal is to ensure predictability and prevent cancellations due to logistical barriers .

Bnetwork has been officially appointed to manage the conference’s hosting platform , expanding its offering with residential properties managed by local real estate agencies, in coordination with Brazilian authorities. Qualitour is also part of the arrangement announced by the government.

To combat price gouging , the government cited legal and administrative measures and dialogue with the industry. Hotels.com and Airbnb heeded recommendations from consumer protection agencies in Pará, blocking substandard listings and displaying warnings to users.

Meanwhile, international news highlighted that the DSA adjustment sought to mitigate the pressure caused by high demand and limited bed capacity in Belém — a move considered crucial to maintaining the representation of low-income countries at COP30.

With 79 countries already accommodated and negotiations underway , the government says it will continue adjusting logistics and diversifying accommodation options to ensure the conference takes place with inclusion and predictability , less than two months before the official opening.
