Ships and Renovated Port: Infrastructure Solutions for COP30 in Belém
The Federal Government has formalized a Hospitality Solution Guarantee Agreement with Embratur. The measure is part of the strategy for hosting the 30th United Nations Climate Change Conference (COP30), scheduled for November 2025. The agreement secures six thousand beds on ships docked during the event, addressing the exceptional accommodation demand.
The initiative aims to avoid a permanent strain on the local hotel network by relying on temporary and sustainable solutions. “We are ensuring the necessary infrastructure to welcome COP30 participants with dignity while leaving a significant legacy for the local population,” said Valter Correia, Special Secretary for COP30.
The agreement, signed between the Civil House and Embratur, provides for an investment of R$ 263 million, with an initial release of R$ 30 million to secure accommodations for UN teams. Cabin sales to the general public will help supplement the financing of the operation.
Marcelo Freixo, president of Embratur, emphasized, “Brazil is ready to host this event, reaffirming our leadership in the climate debate.”
To accommodate the ships, the revitalization and expansion of the Porto de Outeiro in Belém are underway — a project considered a lasting legacy for tourism and regional economic development.
Since early 2024, the government has been negotiating with companies such as MSC Cruises and Costa Cruises, which have expressed interest in participating in the operation.
The project was developed with support from the Office of the Attorney General (AGU) and the Office of the Comptroller General (CGU), ensuring transparency and legal security in accordance with Article 37 of the Federal Constitution.
