State Policy on Climate Change is approved at ALEPA

The initiative of the state executive “Amends State Law No. 9,048, of April 29, 2020”, which established the State Policy on Climate Change in Pará (PEMC/PA). The project was approved with a modifying amendment authored by Deputy Carlos Bordalo (PT), including mangroves in the State Program for the Recovery of Native Vegetation, due to their productivity and ecosystem relevance.

The amendments presented in the bill seek to modernize legislation in Pará, making it compatible with international regulatory standards, especially with regard to certification, since accreditation of a carbon market does not require an adequate, coherent and effective legal framework. The regulation brings two new guidelines of the Policy on Climate Change in the State, referring to Payment for Environmental Services and transparency, fundamental to encourage the maintenance, recovery or improvement of ecosystems throughout the territory of Pará.

“This proposal aims to update and adapt the State Policy on Climate Change of Pará (PEMC/PA) to international legislative parameters, have more efficiency in the governance of the State System on Climate Change, provide greater legal certainty and better detail the planning instruments and management of public climate policy in the State”, justified Governor Helder Barbalho.
